In December 2025, the island amended its civil code to recognize a conceived child as a natural person at any stage of gestation. The initiative was led by Senate President Thomas Rivera-Schatz and Sen. Joanne Rodríguez-Veve and signed into law by Governor Jenniffer González-Colón.
