Every American citizen has a stake in the integrity of our elections. Whether Republican, Democrat, Independent, or something else, we should all agree on one basic principle: only American citizens should vote in federal elections.
That is precisely what the Safeguard American Voter Eligibility (SAVE) Act seeks to reinforce.
Currently, federal law prohibits non-citizens from voting in federal elections. The SAVE Act would add another layer of protection by requiring documentary proof of U.S. citizenship when registering to vote in federal elections. At first glance, that sounds like common sense. Yet the proposal has become highly controversial.

What Is the SAVE Act?
The SAVE Act would require individuals registering to vote in federal elections to provide documentary proof of U.S. citizenship, such as a U.S. passport, birth certificate, or other qualifying documentation. But supporters believe an important question remains:
If citizenship is required to vote in a federal election, why shouldn’t citizenship be verified when someone registers?
Close Elections Change Everything
Many Americans assume a single vote doesn’t matter.
History says otherwise.
Federal elections are often decided by shockingly small margins. In races that close, even a small number of improper registrations, fraudulent votes, administrative errors, or election irregularities can become significant.
Consider these examples:

Elections are not always won by millions of votes. Sometimes they are won by hundreds.
When elections are this close, Americans should want every lawful vote counted and every unlawful vote prevented.
We Verify Identity for Far Less Important Activities. In everyday life, proving who we are is routine.
Americans are often required to provide identification to:
- Drive a vehicle
- Board a commercial aircraft
- Open a bank account
- Rent a car
- Purchase age-restricted products
- Begin employment
- Obtain many government services
- Enter certain government facilities
Most Americans accept these requirements because they help protect public safety and ensure the integrity of those systems.
Voting is one of the most important responsibilities of citizenship. Supporters of the SAVE Act argue that confirming citizenship during voter registration is no more unreasonable than proving identity for many other activities Americans engage in regularly.
Election Integrity Should Not Be a Partisan Issue
Too often, election integrity is viewed through a partisan lens.
It shouldn’t be.
- Election integrity protects Republicans when Republicans win.
- Election integrity protects Democrats when Democrats win.
- Election integrity protects Independents and every voter whose lawful ballot deserves to be counted fairly.
The legitimacy of our constitutional system depends on public confidence that election results accurately reflect the will of eligible voters.
Regardless of political affiliation, Americans should be able to agree that election laws should be designed to maximize confidence, transparency, and trust.
Citizenship Matters
Citizenship carries both rights and responsibilities.
Voting is one of the most important rights reserved to American citizens. Because the right is so important, protecting it should matter to every citizen.
Supporters of the SAVE Act are not asking whether citizens should be allowed to vote. They already are.
The question is whether citizenship should be verified before someone is added to the voter rolls for federal elections.
